Amendment Offered by Mr Smith (NJ) and Mr King (NY) to H.R. 1211 the State Department Authorization Bill

Sec. 408. Participation of the Royal Ulster Constabulary in National Academy Program Conditioned on the Treatment of Northern Ireland Defense Attorneys
The (US) Secretary of State shall take appropriate steps to ensure that members of the Royal Ulster Constabulary (RUC) are not participants in any program of educational or cultural exchange or training through the National Academy Program at Quantico, Virginia, under the auspices of the Department of State or the Federal Bureau of Investigation of the Department of Justice unless the President certifies that complete, independent, credible and transparent investigations of the murders of defence attorneys Rosemary Nelson and Patrick Finucane have been initiated by the government of the United Kingdom and that the government has taken appropriate steps to protect defence attorneys against RUC harassment in Northern Ireland.

According to Rep. Chris Smith, "This amendment ensures that the RUC will no longer hide behind the reputation of the FBI and it lets the world know that we desperately care about the rule of law in Northern Ireland and want a full accounting for the brutal murders of Defense attorneys Patrick Finucane and Rosemary Nelson."
